Mercês is a district and a former Portuguese municipality ( freguesia ) in the 1st Bairro of the capital Lisbon .
In the run-up to the administrative reform in 2013 , the municipalities of São Paulo , Encarnação , Santa Catarina and Mercês formed the new municipality of Misericórdia .
