Migrant Offshore Aid Station (MOAS) is a private aid organization in Malta for the rescue of boat refugees in the Mediterranean Sea .

Regina and Christopher Catrambone, an American-Italian entrepreneur couple, founded MOAS in 2014 with a donation of 4 million euros. Former Commander of the Maltese Armed Forces , Brigadier Martin Xuereb, has been appointed director. MOAS has been accredited to carry out projects within the framework of the European Voluntary Service since 2017 .

Regina Catrambone was awarded the Order of Merit of the Italian Republic by the Italian President Mattarella in October 2015 for her commitment to MOAS for the refugees .

Calls

In 2014 3,000 refugees were rescued within 60 days, in May 2015 700 within ten days. By the beginning of 2017, a total of 34,000 people had been rescued from distress at sea.

From May, MOAS will be cruising the Mediterranean with its motor yacht Phoenix with 20 crew members every year. The yacht can take around 400 refugees on board. Drones are available. MOAS concentrates on sea areas outside the SAR zone of the respective coast guards and cooperates with Doctors Without Borders and the Italian Coast Guard .

Thanks to donations from the British newspapers The Guardian and Observer , MOAS was able to rent the modern ocean-going rescue ship Topaz Responder for a few months from December 2015 and thus provide sea rescue aid along the Greek and Turkish Mediterranean coasts over the winter months.

At the beginning of September 2017, MOAS announced that it would discontinue its operation in the Mediterranean Sea to instead provide support in the Bay of Bengal for refugees from Myanmar who are on the run from fighting between rebels and government troops and Buddhist militias supporting them.

The private organization is financed through donations.

In the spring of 2015, MOAS was almost on the verge of financial failure. The fundraising campaign "23,000 chimes" initiated by the Archbishop of Cologne, Rainer Maria Cardinal Woelki , raised 250,000 euros for MOAS in the summer of 2015. The cardinal has since supported the organization regularly with appeals for donations.

The Avaaz organization said it donated $ 500,000 in June 2015. According to MOAS information, Avaaz collected 450,000 euros in donations for MOAS in 2015.

The Swiss SDC donated in 2016 because of the increase in humanitarian needs in the Mediterranean and a financing gap of MOAS a unique contribution 250 000 CHF (about 230,000 euros) from the state budget for humanitarian aid because the MOAS with her Seerettungsflotte the EU mission Triton of Agency Frontex supported.

Thanks to a donation from the diocese of Münster , MOAS was able to start the sea rescue on April 1st, one month earlier than usual.
