action

When Hee-joo was seven years old, her father was murdered. He was a cop. It's one of many murders in a crime film. Ki-beom is arrested as a murderer but can only be found guilty of one murder. For his girlfriend. For the others there are no witnesses and insufficient evidence. He is sentenced to 15 years in prison. The family members of the other victims are appalled. Including Hee-joo and the cops. Dae-yeong visits Ki-beom in prison every year and receives him when he is released. He threatens that he will prove that he is also the murderer of the other victims.

As soon as Ki-beom is released from prison, more murders occur in his vicinity. He is under suspicion, but there is no evidence. Hee-joo works closely with the police. She is the district's mascot and they are like family. But she's not as innocent as it seems. She secretly follows the investigation closely and collects evidence herself. She also found her mother, whom she left early. She keeps watching them through the window. Her new husband is constantly gambling away and beating her. One day she kills the new husband and tries to accuse Ki-beom of the murder. He is puzzled because the murder does not follow any pattern.

There are more murders, but Ki-beom has an alibi for them. Hee-joo is the first to notice that there are two murderers. Ki-beom and Min-su are childhood friends and killed separately. But when Ki-beom's girlfriend cheated on him with Min-su, he killed her. Min-su then reported this to the police. After Ki-beom is released from prison, they both want to kill each other. But Hee-joo comes before that. She finds Min-su, kills him, and puts him in Ki-beom's hotel bed. She expects him there too. However, she does not kill him, but wants the police to find him with the body. However, this fails. He managed to escape from the police and killed several people in the process.

He steals Superintendent Dae-yeong's car and takes it to the police station. There he can find out that Hee-joo is the daughter of the policeman he killed. He finds her and wants to kill her. But she can escape up to a swing. She hangs herself on this. At that moment the police arrive and assume that Ki-beom hanged them. Hee-joo sees Ki-beom's suicide as a punishment, but also her own for killing two people. Dae-yeong recalls a conversation in which she told him that the bad guys can only win if the good guys don't do anything.
