Nikolai Baibakov ( Russian Николай Константинович Байбаков * February 22 jul. / 7. March  1911 greg. In Sabuntschi , Azerbaijan , † 31 March 2008 in Moscow ) was a Soviet politician and for many years chairman of Gosplan , the State Committee for Planning the USSR .

Life

Baibakov studied at the Azerbaijan Economic Institute in 1932 . From 1952 to 1961 and from 1966 to 1986 he was a member of the Central Committee of the CPSU . In 1953 he became Minister for the Oil Industry in Georgi Malenkov's cabinet . From 1963 to 1965 he was Minister for Chemistry.

Baibakov was chairman of the State Committee for Planning of the Soviet Union (Gosplan) from 1955 to 1958 and then again from 1965 to 1985 - for 24 years. The main tasks of this economic planning committee lay in the creation of the five-year plan of the USSR. As chairman of Gosplan, Baibakov was from 1957 Deputy Chairman of the Council of Ministers of the Russian SFSR and in the cabinets of Alexei Kosygin and Nikolai Tikhonov from 1965 to 1985 also Deputy Chairman of the Council of Ministers of the USSR . His predecessor as Gosplan boss was Maxim Saburow and his successor Nikolai Talysin .

Honors

Baibakov received the Order of Hero of Socialist Labor , Order of Merit for the Fatherland , Order of Lenin (6 times), Order of the October Revolution , Order of the Red Banner of Labor (2 times) and in 1963 the Lenin Prize .
