The Regulatory Control Council of Baden-Württemberg (NKR BW) is an independent committee of experts that the state government of Baden-Württemberg set up in 2017 with the government program for avoiding bureaucracy, reducing bureaucracy and improving legislation.

Since January 1, 2018 , the Baden-Württemberg Regulatory Control Council has been supporting the state government in calculating and presenting the cost of compliance with new standards. This includes laws, ordinances and administrative regulations of the state of Baden-Württemberg . The compliance costs are the expected follow-up costs for the economy, the citizens and the public administration. The calculation is based on the internationally recognized standard cost model .

The Baden-Württemberg Regulatory Control Council examines whether there are implementation alternatives that are less costly for the addressees of the norm (e.g. business, citizenship, administration), whether the regulation can be limited in time, whether it is effective and evaluable, and whether the evaluation is planned. He examines the extent to which the goals of the proposed regulation can be specified in such a way that the standard-maker can weigh up the costs and benefits.

The Baden-Württemberg Regulatory Control Council also submits proposals to the state government on how it can reduce bureaucratic costs under applicable law . To this end, he prepared a recommendation report on reducing bureaucracy and handed it over to the state government on December 7, 2018 . The Regulatory Control Council is planning a study on associations and voluntary work for 2019.

The Regulatory Control Council has six members, all of whom have experience in legislative matters within state or social institutions.
