The competition took place in two rounds (semifinals and finals). There were two semifinals. The first six athletes of each semi-final reached the final. In addition, the two athletes who led the most laps qualified for the final.

final
It's not clear how Young qualified for the final. According to the official report, Coeckelberg and Denny qualified as the leaders as the athletes with the most laps. It also says that Young was allowed to start after he had convinced the judges that he had not been lapped in the semifinals.
