Othmar Raus (born March 30, 1945 in Bad Hall ) is a former Austrian politician ( SPÖ ) who was sentenced to imprisonment for infidelity. Raus was a member of the Salzburg state parliament from 1979 to 1984, and from 1984 to 2007 he was a state councilor and deputy governor in the Salzburg state government .

education and profession

After primary school, Raus attended the lower level of the grammar school in Linz until 1959 and then completed an apprenticeship as a druggist from 1959 to 1962. In 1962 he passed the chemist and sales assistant examination and in 1963 did his military service in Salzburg . After he had worked as a druggist again in Linz in 1964, he worked from 1965 to 1973 as a youth officer for the Austrian Federation of Trade Unions and as secretary of the private employees' union in Upper Austria. He graduated from the Social Academy of the Vienna Chamber of Labor in Mödling from 1966 to 1967 and also passed the external Matura in 1970. Then he studied from 1970 to 1976 law at the universities of Linz and Salzburg and received his doctorate in 1976. Dr. iur. In 1974 he was the state secretary of the union of private employees in Salzburg, where he was employed until 1984. Since leaving politics, Raus has been the Vice President of the Salzburg Cultural Association and Chairman of the Supervisory Board of Salzburg Airport.

Politics and functions

Raus joined the SPÖ in 1964 and was elected to the district committee of the SPÖ Salzburg-Stadt in 1976. On May 16, 1979, he was sworn in as a member of the Salzburg state parliament and on September 19, 1984, he moved to the Salzburg state government as a state councilor. On April 28, 2004, after the election success of the Salzburg SPÖ, he was promoted to deputy governor. During his work, Raus was responsible for the areas of environment, transport, municipalities, trade, sport, culture, housing and finance, most recently he was responsible for finance and real estate, culture, sport, the environment and water as well as trade. On December 12, 2007, he resigned from the state government.

From 1993 to 2001 Raus was district party chairman of the SPÖ in the city of Salzburg and from 1980 a member of the state party executive and from 1982 a member of the state party presidium. He also worked from 1984 to 2005 as deputy state party chairman of the SPÖ Salzburg and from 1982 to 1984 as club chairman of the SPÖ in the state parliament. Between 1974 and 1984 he was Vice President of the Salzburg Chamber of Labor.

Condemnation in the swap process

In the so-called swap process , Raus, the Salzburg Mayor Heinz Schaden and other defendants were accused of having the State of Salzburg take over six negatively rated swap transactions from the City of Salzburg in 2007, with a loss of 4, 8 million euros arose. Although he denied his guilt, on July 28, 2017, Raus was sentenced to two years in prison for infidelity, six months of which was unconditional. On October 2, 2019, the Supreme Court rejected the annulment appeal and increased the sentence for Raus from two years to two and a half years, including ten months of unconditional imprisonment. In an expert opinion in March 2020, a court sworn expert attested that Raus was permanently unfit for enforcement .
