Ottmar Bühler

Ottmar Bühler (born August 12, 1884 in Zurich ; † May 27, 1965 in Munich ) was a German law scholar and university professor.

Career

Buhler, who was born in 1884 as the son of a lay in Swabia Professor of Forestry, studied in Tübingen , Munich and Berlin Law and received his doctorate in 1911 at the University of Tübingen with a study on the relationship between civil jurisdiction and administration in Wuerttemberg in the 19th century. In 1912 he accepted the position of a government assistant in Württemberg, completed his habilitation in public law at the University of Breslau in 1913 and taught there as a private lecturer . He took part in the First World War as a lieutenant .

From 1919 he worked as an associate professor for public law at the University of Münster , changed to a chair at the University of Halle for a short time in 1922/23 , but returned to Münster in 1923 and took on a newly created professorship there . From 1942 until his retirement in 1952 he was a professor at the University of Cologne . Then he worked as a lecturer at the University of Munich .

Bühler, who was a member of the Stahlhelm during the Weimar period , did not join the NSDAP during the Nazi era , but was a supporting member of the SS .

Bühler's specialties were German and international finance and tax law . His work The Subjective Public Rights from 1914 is considered to be the cornerstone for the development of the protection norm theory , with which in German administrative law the citizen's right of action against the state is derived.

The University of Munich awards the Ottmar Bühler Prize for services in the field of taxation.
