Democracy in El Salvador

In the early 20th century, men in El Salvador had the right to vote, verbally, and publicly. There were no restrictions on the right to vote by race, literacy or class.

Ernesto Antonio Claramount Roseville's father , General Antonio Claramount Lucero, Military Governor of Usulután, reported that there was a noticeable decrease in the level of violence in elections during the reign of Pío Romero Bosque. It is unanimously reported that the 1931 elections, which were prepared and carried out under his rule, were carried out relatively freely and undistorted.

The means used by Pio Romero and his ministers was to cancel the election. The citizens had the right to report irregularities in the elections in their municipality. The government had the power to investigate the allegations and nullify elections involving fraud. Before the Bosque government, electoral cancellations were rare because the elections were by definition irregular. With Bosque, the election cancellations tripled. From 1919 to 1923 there were fewer than ten electoral cancellations per year, after 1927 there were just over 30.

During his presidency collapsed as a result of the 1929 global economic crisis , the coffee prices dramatically.
