On June 1, 2012, the operating company Tramwaje Warszawskie sp. z. oo the Warsaw tram a tender for 45 low-floor trams for bidirectional operation . As a result, the manufacturers CAF , Solaris and Pesa submitted offers from November 22, 2012 . The decision for Pesa was announced on January 28, 2013. On March 21, 2013, those responsible for the operating company and the manufacturer Pesa signed a contract for the delivery of the mayor of Warsaw, Hanna Gronkiewicz-Waltz, in the depot R-3 Mokotów 45 vehicles of the type Pesa 128N. The contract was worth 380 million zlotys , part of which was paid for by the European Union .

On June 4, 2014, the tram published another tender for five bidirectional vehicles. The only applicant was Pesa with the 128N, which had already been ordered in the first order. Consequently, Pesa was also awarded the contract. The order volume was 47.8 million złoty and was thus 4.4 million złoty above the originally planned budget. In addition, Pesa charged a unit price of PLN 1.15 million higher for the five vehicles from the second order than for the 45 vehicles from the previous order.

The manufacture of the car bodies began in March 2014. The first prototype reached the city of Warsaw on June 30, 2014; the first test drives were carried out in the night from July 1st to July 2nd, 2014. In September 2014, another 128N was exhibited at the InnoTrans trade fair in Berlin .

Approval for passenger operation was granted on November 21, 2014, and on the same day it was first used on an amplifier during the afternoon rush hour . The second train was delivered on January 19, 2015, the third on February 2, 2015. The series vehicles differ from the prototype in terms of technical details and a different color: The energy-absorbing element at the front is now yellow instead of black; the cladding of the roof units is now painted red throughout.

On October 10, 2015, the 36th Warsaw Jazz Duo went into regular operation.

At the beginning of 2014, the Gdansk Tramway placed an order for five bidirectional vehicles. The only bidder was Pesa, which submitted its offer in May 2014. The order volume was 54 million zlotys, of which 43 million zlotys were for the purchase of new vehicles and 11 million zlotys for a maintenance contract. The first jazz duo arrived in Gdansk in mid-November 2014. On January 30, 2015, all five trams were delivered and were officially put into operation by Mayor Paweł Adamowicz . Each train was baptized in the name of a famous personality with a connection to the city of Gdansk, for example vehicles were given the names of civil rights activist Arkadiusz Rybicki or writer Willi Drost . Fifteen bidirectional vehicles will be delivered by the end of 2020. The Danzig Jazz Duo received the designation 128NG and differ from the Warsaw vehicles in particular through the modified, friendlier exterior design and the lack of the condenser.

The drive motors of the Jazz Duo each drive a single wheel, so there is no need for axles and enable a floor height of 350 mm, which is intended to ensure barrier-free entry. Eight motors are required for an articulated railcar; two of the three bogies are powered. The engine manufacturer is the Austrian company Traktionssysteme Austria .

There are six entry doors on each side of the vehicle, two of which are single-leaf sliding doors at the ends of the vehicle and four double-leaf sliding doors in the litter seats . There is air conditioning and a passenger information system with LCD monitors . The driver's cabs are separated from the passenger compartment; The heart of the control panel is a computer terminal.

The Warsaw vehicles have supercapacitors , which can temporarily store the energy of the regenerative brake and can thus achieve energy savings of up to seven percent. The mass of the capacitors is around 500 kg, but the Jazz Duo is lighter than the previous PESA 120Na series . The electrical energy stored in the capacitors can also be used to cover a few meters without power supply in the event of a power failure and to clear critical areas such as intersections.
