Pak Kir-yŏn (born January 26, 1943 in the sub -province of Heian-hokudō , Chōsen Province , then the Japanese Empire , now North Korea ) is a North Korean diplomat. He has been the permanent representative to the United Nations since 2001 and his country's ambassador to Canada since 2002 . His rhetoric similar to that of Kim Jong-il , its leaders, including its views to the granting of a permanent seat on the UN Security Council in Japan .

Pak is a graduate of Pyongyang University of International Affairs . He has been with the North Korean diplomatic corps since 1969. At that time he was consul in the embassy in Myanmar and then in Singapore . After working in the America Department of the North Korean State Department, Pak was appointed Chief Representative of the North Korean UN Mission in 1985. He was then ambassador to Colombia and Cambodia before taking up his current position.

Pak was a delegate to the People's Assembly during the 8th, 9th and 11th terms. He received the Kim Il sung Order in 1992 .
