The next general election in Andalusia is scheduled to take place no later than Sunday, January 1st, 2023 to elect the parliament of the autonomous community of Andalusia . All 109 seats in parliament are up for election. The 2018 election resulted in the first right-wing majority in Andalusia in 36 years and paved the way for an alternative government to the Spanish Socialist Workers' Party of Andalusia (PSOE-A, Regional Association of PSOE ), despite the fact that this party is the most elected political force in the region remains.

Electoral system

According to the electoral law, the regional parliament consists of 109 members. These are elected in eight constituencies, which correspond to the eight provinces of Almería , Cádiz , Córdoba , Granada , Huelva , Jaén , Málaga and Seville . Each constituency receives eight basic mandates, only the 45 remaining seats are allocated to the constituencies according to the proportion of the population.

According to this key, the following number of MPs must be elected in the eight constituencies in the 2023 election: Almería 12, Cádiz 15, Córdoba 12, Granada 13, Huelva 11, Jaén 11, Málaga 17, Seville 18.

The distribution of mandates to the parties takes place only at constituency level. The votes are not offset between the constituencies. This means that the votes cast on parties that could not achieve a seat in the constituency concerned are lost. A threshold of 3% applies in each constituency . The distribution of seats is based on the D'Hondt procedure .

Election date

The term of office of the Parliament of Andalusia ends four years after the date of its last election, unless it is dissolved earlier. The electoral decree is issued no later than the twenty-fifth day before Parliament closes and published in the Official Gazette of the Regional Government of Andalusia (BOJA) the following day; election day takes place on the fifty-fourth day after publication, excluding a date from July 1 to August 31. The previous election took place on December 2, 2018, which means that the legislature will expire on December 2, 2022. The electoral decree must be published in BOJA no later than November 8, 2022, with the election taking place on the fifty-fourth day after publication, with the last possible election date for parliament being set on Sunday, January 1, 2023.

Parties and candidates

The electoral law allows parties and associations registered in the Ministry of the Interior, in coalitions and electoral groups to submit lists of candidates. Parties and associations that intend to form a coalition before an election must inform the responsible electoral commission within ten days of the election, while electoral groups ensure the signature of at least one percent of the voters in the constituencies for which they want to vote forbidding voters to sign more than one list of candidates.
