    The Andalusian Parliament ( Spanish Parlamento de Andalucía ) is the legislature of the Spanish Autonomous Community of Andalusia , which was established by the Andalusian Charter of Autonomy of 1981. It is elected every four years by the Andalusians. The Andalusian parliament is one of the four regional parliaments in Spain, alongside the Basque, Catalan and Galician parliaments, which, following a decision by the regional president, can dissolve the house and call for elections independent of regional and local elections. Since the 2018 election , Partido Popular and Ciudadanos have formed a Vox- supported minority government under Juan Manuel Moreno .

    Assignment and organization

    The Andalusian Parliament consists of 109 members who are elected for four years in proportional party lists according to the D'Hondt procedure in eight constituencies, each belonging to the Andalusian provinces. If more than five MPs are elected for a party, they form a parliamentary group.

    • Adopting the Andalusian regional legislation in the exercise of its competence
    • Adoption of the budget of the Autonomous Community of Andalusia
    • Control of the activities of the Andalusian regional government and the autonomous authorities, public companies and all other subordinate bodies, such as
      • the local authorities in the Andalusian area and the autonomous authorities and public companies subordinate to them
      • Andalusian public universities
      • Andalusian chambers of commerce and other institutions that are largely financed by public funds

    history

    After the 2015 elections, the PSOE-A was unable to win any more seats to become a majority government. Since the United Left lost most of its seats, it could no longer rule Andalusia in a coalition with the PSOE-A, so that the socialists could only form a minority government. Podemos and Ciudadanos achieved great success in the elections, although the two parties had never run before in Andalusia. Podemos won 15 seats and Ciudadanos 9 seats. As of the 2015 election, both parties together make up almost a quarter of parliament.
