The regional election 2018 in Andalusia for the election of the 109 members of the 11th parliament of the autonomous community of Andalusia took place on December 2, 2018. It was an early election, which the Andalusian Prime Minister Susana Díaz ( PSOE ) called after the Ciudadanos party refused to support its PSOE minority government in September 2018.

The 2018 election in Andalusia was the first since 1982 in which left-wing parties in the region failed to win a majority. It was also the first election in Spain since the transition to democracy in which, with VOX, a political party on the right of the PP (or its predecessor parties ) succeeded in entering a parliament.

Electoral system

According to the electoral law, the regional parliament consists of 109 members. These are elected in eight constituencies, which correspond to the eight provinces of Almería , Cádiz , Córdoba , Granada , Huelva , Jaén , Málaga and Seville . Each constituency receives eight basic mandates, only the 45 remaining seats are allocated to the constituencies according to the proportion of the population.

According to this key, the following number of MPs had to be elected in the eight constituencies in the 2018 election: Almería 12, Cádiz 15, Córdoba 12, Granada 13, Huelva 11, Jaén 11, Málaga 17, Seville 18.

The distribution of mandates to the parties takes place only at constituency level. The votes are not offset between the constituencies. This means that the votes cast on parties that could not achieve a seat in the constituency concerned are lost. A threshold of 3% applies in each constituency . The distribution of seats is based on the D'Hondt procedure .

Election date

The 10th legislative period of the regional parliament would normally have ended in spring 2019. After the last election in 2015, the region was ruled by a PSOE minority government under Prime Minister Susana Díaz. However, since the Ciudadanos party had canceled its further support in the autumn, Díaz dissolved the parliament early and set the early elections for December 2, 2018.

After the election

A left alliance between the PSOE and the AA is mathematically not possible. The second largest party, PP, wants to negotiate with Vox about a new government. The Ciudadanos are not ruling out a cooperation with Vox and are opposed to further participation by the PSOE in government.

On January 2, 2019, VOX announced that the party would not support a government with PP and Cs unless they remove the item on gender-based violence.

On January 16, 2019, the top candidate of the PP Moreno was elected regional president of the Andalusia region with the votes of PP, Ciudadanos and Vox. He heads a coalition government made up of PP and Ciudadanos.
