The Asamblea de Madrid is the unicameral regional legislation of the Community of Madrid since the adoption of the Madrid Statute in 1983. It is elected every four years during the Spanish regional and local elections, since the Madrid Community Statute gives the right to early elections (as in the Basque Country , in Catalonia , Galicia and Andalusia), apart from exceptional situations such as the scandal that blocked the assembly in May 2003 and forced new elections in October 2003. According to the Charter, the Assembly has the power to enact the laws of the Madrid Region, to control the actions of the regional government and to elect the President of the Community of Madrid. The Assembly takes place in the Vallecas district of Madrid in a room, inaugurated in 1998, specially designed for the Madrid Assembly.
composition
The legislature currently (as of 2015) consists of 129 MPs who are elected at once from closed party lists for a period of 4 years. The distribution of seats is based on the proportional D'Hondt procedure in a constituency, making the Madrid Assembly one of the largest parliaments in the world with a single constituency. This fact prompted President Esperanza Aguirre in 2007 to propose dividing the Community of Madrid into twelve constituencies. The supposed benefit was to increase contact between statesmen and their constituents, but the reform was rejected by the rest of the assembly's parties because it was not an urgent matter and it would change the assembly of the assembly in favor of the most elected party. Eventually the proposal was abandoned, even though President Aguirre had a majority to lead it through the assembly because it would be rejected in the Cortes Generales , as had to be done through a reform process of the Charter of Autonomy.
Committees
The assembly organizes its work in various committees. The committees are formed by the presidium of the assembly on the recommendation of the speakers' council. At the same time, the number and grouping of members is determined. The choice of the composition of the committees is a task for the political groups, which must always be represented on the committees. The committees are chaired by an office made up of a chair, vice-chair, and secretary, and each group appoints a spokesperson and a deputy spokesperson for the committee, who usually handles these matters in plenary as well.
