Paul Emil Gabel initially received his training from his uncle and foster father Carl Quintern in Elbing, who recognized his talent and promoted him accordingly. In 1893 he applied to the Düsseldorf Art Academy and was accepted into the fourth grade.

In 1900 he finished his artistic training. Gabel was a member of the Düsseldorf art association Malkasten until 1903 and was listed there as an academic. In 1902 he became a member of the Freemason Lodge Georg for true brotherly loyalty in Leer . From then on, Gabel lived and worked in Elbing as well as in other cities and towns in northern Germany. Time and again, study trips took him to the neighboring Netherlands, to Dordrecht, Amsterdam and the surrounding area on Lake Zuider.

In September 1929, Gabel moved to Hamburg, where he had a studio. He made trips to Italy, Egypt and southern Germany. In 1938 he suddenly died of a stroke in Hamburg and was buried in his hometown of Elbing. His gravestone bears the name PE Gabel , with which he signed his work.

From the 1920s, Gabel lived with the painter Elfriede Kneiphoff . The daughter Ruth (after her marriage: Ruth Hering) emerged from the relationship.
