In the Scottish parliamentary elections in 1999 , McNeill ran for the constituency of Glasgow Kelvin and won the mandate with a clear lead over SNP candidate Sandra White . As a result, she moved into the newly created Scottish Parliament . In the 2003 general election and 2007 general election , McNeill defended her mandate against White. A change finally occurred in the 2011 parliamentary elections and McNeill was defeated by Sandra White for the first time despite winning votes and thus lost her parliamentary seat.
