The Penney Bay is a great addition to Bay of Vincennes Bay on Budd Coast of the East Antarctic Wilke country . It extends from the Robinson Ridge Peninsula to the Browning Peninsula on the east flank of the Windmill Islands .
It was first mapped using aerial photographs taken by the United States Navy in 1947 and 1948 during Operation Highjump and Operation Windmill . The Advisory Committee on Antarctic Names named them in 1963 after the American biologist Richard Lee Penney (1935-1993), who was active between 1959 and 1960 on the Wilkes station .
