In 1949, Harold Wilson , then President of the Board of Trade , appointed him chairman of the National Research Development Corporation, a government-established agency to transfer innovation from public research institutions to private companies.
In July 1952 he was first a Baronet , of Alcester in the County of Warwick, and then in January 1957 to Baron Mills , of Studley in the County of Warwick, raised to the hereditary nobility , making him a member of the House of Lords . At the same time, he became Privy Councilor in 1957 and was Minister of Power in the cabinet of Prime Minister Harold Macmillan between 1957 and 1959 . In 1959 he was appointed Paymaster General by Macmillan , before he was subsequently minister without portfolio in the Macmillan cabinet between 1961 and 1962 . On July 13, 1962, he fell victim to the so-called Night of the Long Knives , in which Macmillan dismissed seven cabinet members. Other dismissed members of government included Lord Chancellor Lord Kilmuir , Chancellor of the Exchequer Selwyn Lloyd , Secretary of Education David Eccles , Secretary of Defense Harold Watkinson , Secretary of State for Scotland John Scott Maclay, and Secretary of State for Housing, Local Government and Wales Charles Hill .
