The occupation of personnel service clerk , or PDK for short, is a training occupation in the field of industry and trade , which for the first time in 2010 (by shortening it to a two-year training period) produced fully trained personnel service clerks.

Personnel services include all services that have to do with the procurement , selection and support of employees on the one hand , and customer acquisition and support on the other. Personnel services clerks deal with the recruiting of  personnel  for various customer companies. The occupation is primarily aimed at employment in a personnel service company (temporary employment agency) as a  personnel  dispatcher. Training and subsequent employment in HR departments of larger companies or in the public sector is also possible.

Job description

Main job at a personnel service provider

The PDK is responsible for placing workers in a company for a certain period of time. To do this, he visits the company  to analyze the  work environment and the tasks and  to draw up a precise  requirement profile. He publishes job advertisements in the media for the respective customer company in order to acquire applicants. When the temporary employment agency has found a suitable candidate for its client, it concludes an employment contract with the applicant. This means that the employee is employed by the temporary employment agency, but carries out his work in another company (the customer). The PDK as a personnel dispatcher is therefore an employer and has to take care of all aspects that are related to the employment relationship. He is the disciplinary superior. The customer, on the other hand, is technically authorized to issue instructions because he knows the processes in his company best.

In addition to its role as an intermediary, the PDK advises customers who, for example  , want to be informed about a job advertisement that has already been published  . The requirement profiles of the customer company can also be passed on by telephone. If the occasion arises, the PDK can accompany the applicant to an interview in the company. Recruitment agencies often work with databases in which they have stored profiles to match job applicants and customer requirements. Data protection plays a major role here. Personnel service clerks prepare offers and accounts and plan the deployment of staff. Word processing and spreadsheet software are everyday tools, as calculatory tasks are also carried out, such as customer accounting. In addition, dealing with labor law and collective bargaining law is very important, as contracts must be concluded with employees and the employing companies.

It is particularly important  to develop an eye for the  job market in order to know exactly who is needed at which point in time. [2]  This overview can be obtained on the one hand through a thorough discussion both with the deployment company and with the employees in order to be able to assess them better and thus to convey them later in the best possible way. On the other hand, PDKs have to keep themselves informed about current labor market trends.

Main job in the personnel department of a company

In the  HR department  , the core of the work is the  management  of internal staff. But the preparation of personnel selection processes and personnel development are also part of the activities there. Ultimately, this branch corresponds to the tasks of the PDK in a temporary employment agency. Here, too, the specialists for recruiting, applicant advice and personnel processing are becoming increasingly important.

education

The   PDK training takes three years and ends with an examination  at the  IHK  . The training can be shortened by up to a year if, for example, there is a higher school education or the trainee shows above-average performance and thus the achievement of the training goal can be expected in the shortened time. The career prospects look very good, as there is no other job profile with a focus on personnel. Parts of the training are the selection of personnel, the advising of applicants and the scheduling of employees. Furthermore, the trainees learn to obtain and evaluate information about professions and to assess labor market trends and changes in professional fields. In addition, the future PDKs are trained for the activities in order acquisition and  marketing  . The learning content is rounded off by the acquisition of skills in the areas of communication  and  cooperation , for example in conflict management as well as in commercial management and control and in the professional application of law. A state-recognized training occupation based on the PDK has also been in force since 2010. He is called personnel service specialist.

As the job profile described above shows, the job is very diverse. For this reason, the personnel service agent must have a lot of skills. The training is generally possible with any school leaving certificate. Soft skills are particularly important, such as a willingness to contact and communicate, persuasiveness, ability to deal with conflict and above all a sense of responsibility. A personnel service agent is on the one hand an employer and is therefore responsible for the employees, but on the other hand is also responsible for the company. But organizational skills are also essential, because the PDK must ensure that the fastest possible and smooth placement of employees in the operational company is guaranteed. A good ability to express yourself in spoken and written is just as beneficial as a well-groomed appearance.

Finally, a healthy level of human knowledge is also useful , because this helps to better assess people , situations and tasks and qualifies the PDK as a mediator between employees and employers .

Development of the PDK

The training occupation was developed in cooperation between the two temporary employment employers 'associations, the Association of German Temporary Employment Companies (iGZ) and the Federal Employers' Association of Personnel Service Providers (BAP), and has been promoted and supported by both associations since then.
