On the southern border of North Vietnam . Towards the end of the Vietnam War, a mysterious task force systematically devastated entire villages and massacred the population. The soldiers wearing black riot suits and gas masks leave strange marked skulls in their bloody scenes before they disappear without a trace.

Green Beret Lieutenant Michael Custer is tasked with investigating the incidents, which are apparently taking place on behalf of the CIA . The officer goes with his unit to the border area, takes his own initiative and ends up in an ambush by the “phantom soldiers”. Together with two comrades, Custer is finally captured while the rest of his reconnaissance troops are murdered.

Meanwhile, Texas Ranger Daniel Custer, a former elite soldier, learns of the disappearance of his brother Michael in the United States. The battle-hardened policeman immediately went to the crisis area to find the missing person again. With the help of an imprisoned local, the lone fighter crosses the border and comes across a mysterious group that, on behalf of an unnamed power - presumably a Russian unit - is ravaging villages in the jungle of Vietnam.

Custer distrusts the phantom soldiers and starts a bloody rescue operation. As a one-man army, he saves his brother and two other comrades. As a result, the men have to fend off violent attacks. Ultimately, the brother couple, the only survivors, succeed in killing those responsible for the shadow army.
