PhinDeli Town Buford (until 2013 Buford ) is an unincorporated community in Albany County , Wyoming , United States . The place is between Laramie and Cheyenne on Interstate 80 . It is the highest point on Interstate 80 with an altitude of 2500 m. The parish was named after General John Buford .

Buford was the smallest civil parish in the United States , with a single resident, alongside Monowi , Nebraska . Don Sammons was the town's only resident and both mayor and operator of the post office, which was built in 1880, and a gas station in town.

Buford was founded in Wyoming during the construction of the transcontinental railroad. At that time the city had a population of 2,000 migrant workers . As the railroad expanded, these workers also moved west on the railroad; Buford has been shrinking since then.

In April 2012, the last remaining resident auctioned the city in various public auctions, including on eBay, after his wife died in 1995 and his son moved away to study in 2007.

The city's new purchaser is a Vietnamese, Phạm Đình Nguyên. He bought the place for $ 900,000 on eBay.

The new owner renamed the town PhinDeli and sells a Vietnamese coffee brand of the same name in the only shop. This is also offered on eBay.
