Pietro Kandler was born on May 25, 1804 in the then Austrian port city of Trieste as the son of the stage painter Paolo Kandler and his wife Giovanna Cerutti. After attending primary school in Trieste and grammar school in Koper , Kandler studied law at the University of Padua . After obtaining his diploma, he returned to Trieste in 1828 and began as an intern in Domenico Rossetti's law firm . During this time Kandler supported Rossetti in the publication of the Archeografo Triestino , a scientific newspaper regularly published by the Società di Minerva . In 1830 Kandler joined the city of Trieste as a tax officer. In 1840 he became a member of the Trieste city council. When his mentor Rossetti died in 1842, he took over his mandate as a lawyer for the city of Trieste and opened a law firm himself. In the course of the revolution of 1848 Kandler became increasingly active in the political life of the city between 1848 and 1854.

With the publication of numerous writings on the economic, political, social and literary past of the city of Trieste, Kandler became one of the most important historians of the Julian and Istrian region of the 19th century. The historian Georg Voigt largely owed access to the sources stored in Trieste for his three-volume biography of Pope Pius II (1405–1464) to his courtesy.

Kandler died in Trieste on January 18, 1872.
