Presidential election in Senegal 2019

The presidential election in Senegal for the term of office beginning April 2, 2019 took place on February 24, 2019.

Procedure

According to Senegal's constitution , which was changed in important points in 2016 with regard to the office of president, the president of the republic is elected by direct universal suffrage and with an absolute majority of the votes cast. The term of office is five years. No one can hold more than two consecutive terms in office. A candidate must have all civil and political rights.

In April 2018 the electoral law was changed and a kind of sponsorship system ( French parrainage ) was introduced. According to this, only those who could prove a written support of 0.8 percent of the eligible voters from at least half of the 14 regions of the country could run for election as President of the Republic. In addition, a deposit of 30 million CFA francs (the equivalent of around 45,730 euros) had to be deposited.

Candidates

Seven candidates ran, two of whom were excluded because they had been sentenced to more than five years' imprisonment, which is also a statutory reason for exclusion and was confirmed by the Constitutional Council in January 2019. These two were Karim Wade , son of ex-President Abdoulaye Wade , and the socialist and former mayor of the capital Dakar , Khalifa Sall .

In addition to the incumbent Macky Sall , the four politicians Madické Niang , Idrissa Seck , El Hadj Issa Sall and Ousmane Sonko stood for election .

First ballot

The first ballot took place on February 24, 2019. 6,683,043 Senegalese were registered as eligible voters in Germany and abroad. 15,397 polling offices were open in 6919 polling centers. Around 5000 election observers were on duty. The head of the EU election observation mission, Elena Valenciano , assessed the election process as "calm and transparent". On February 25, Prime Minister Mahammed Boun Abdallah Dionne announced that, according to preliminary results, incumbent Macky Sall could expect an absolute majority of 57 percent of the votes cast. The final official election result will only be known in a few days. On February 27, the electoral commission announced the preliminary official final result. Accordingly, Sall received 58 percent and is thus elected in the first ballot; Seck followed with 21 and Sonko with 16 percent. The turnout was around 66 percent.

On March 5, 2019, the Constitutional Council confirmed the final election results as follows:

  • Registered voters 6,683,043
  • Votes cast 4,428,680
  • of which invalid 42,541
  • valid votes 4,386,139
  • Absolute majority of votes 2,193,070

Of the valid votes, were accounted for

  • Macky Sall 2,555,426 - 58.26%
  • Idrissa Seck 899,556 - 20.51%
  • Ousmane Sonko 687,523 - 15.67%
  • Madické Niang 65,021 - 1.48%
  • El Hadj Sall 178,613 - 4.07%

The Constitutional Council determined that the candidate Macky Sall had received the required absolute majority of the votes in the first ballot on February 24, 2019 and proclaimed him elected President.
