President of the Republic (Le Président de la République) is the title of head of state in Senegal . By virtue of his office, he is also Grand Master of the Ordre national du Lion , the highest order of merit in Senegal.

Constitutional history of the office

In this West African state, the election mode for the presidency is regulated in the Senegalese constitution and has been changed several times. Due to the constitutional referendum in Senegal in 2001 , the term of office of a President of Senegal lasted seven years, from 2001 to 2008 it was constitutionally five years. In 2008 the term of office was changed again to seven years. Even before his election, President Macky Sall had advocated a reduction to five years and in 2016, following a new constitutional referendum, put this into practice.

Election mode

In Articles 26, 27 and 28 of the Constitution, the electoral mode has been regulated since 2016 as follows: The President of the Republic is elected by direct universal suffrage and with an absolute majority of the votes cast, if necessary after a runoff . The term of office is five years. No one can hold more than two consecutive terms in office. Every candidate for the presidency must be exclusively of Senegalese nationality, must have all civil and political rights, must be at least 35 years old on election day and must not be more than 75 years old. He must be able to write, read and speak the official language (French) fluently.

The constitutional implementation of the election is incumbent on the Constitutional Council (Conseil constitutionnel) . Details are set out in Articles 115 to 143 of the Electoral Act of January 18, 2017. A significant change to the electoral law took place on July 4, 2018, especially with regard to Articles 115 and 116. According to this, every candidacy must prove the support by the signatures of at least 0.8% and at most 1% of the registered voters. These supporters must be spread across at least seven regions with at least two thousand per region. A voter can only support one candidate. For the 2019 presidential election , this meant that, depending on the number of registered voters, each candidate - including one nominated by a party - had to submit a signature list with 53,465 to 66,860 supporters.
