Kokrda grew up in poor circumstances as the son of a master wagoner in Bohemia. He attended the elementary and community school there and came to Vienna at the age of 14, where he learned the trade of iron turner. After his acquittal in 1891 Kokrda worked until 1904 in Vienna and Budapest in the profession he had learned. Kokrda was employed by Siemens-Schuckert in Vienna and worked, among other things, on the construction of the Simmering power station, the electrification of trams and work on gas works for the municipality of Vienna. In 1904 he moved from Siemens as a deputy secretary to the Association of Workers ', Employers' and Economic Cooperatives, which later became the Central Association of Austrian Consumer Associations, which Kokrda helped set up. In 1908 Kokrda was appointed managing director of the Großeinkaufsgesellschaft für Österreichische Consumvereine (GÖC), a position he held until 1920. Kokrda subsequently made a name for himself with initiatives to improve the food supply for workers in the war industry during the First World War.

Kokrda became involved in the union early on and joined the Austrian metalworkers' association in 1895. In 1918 Kokrda was elected to the Vienna City Council in his home district of Währing and in 1919 was appointed to the City Senate. After the reorganization of the city senate, Kokrda took over the function of the official city councilor for food and economy in June 1920. Kokrda belonged to the city senates Reumann , Seitz I , Seitz II and left office in 1932. In that year Kokrda also resigned his mandate in the state parliament and municipal council.
