After the new government was formed following the 2009 state elections , Jörg Vogelsänger (SPD) replaced him as State Secretary. In the 2009 Bundestag election, which took place at the same time as the state elections, he failed to re-enter the Bundestag.

After Jutta Lieske's resignation in February 2010, Vogelsänger moved up to the cabinet; Bretschneider, who is valued for his administrative experience, returned to his role as State Secretary in the Ministry of Infrastructure and Agriculture, which was expanded to include agriculture.

In connection with the problems with the construction of the Berlin Brandenburg Airport , he was transferred as State Secretary to the State Chancellery of Brandenburg in January 2013 , where he leads a work unit as airport coordinator that deals exclusively with the topic of airports and airport construction. Kathrin Schneider has been his successor in the Brandenburg Ministry of Infrastructure and Agriculture since January 30, 2013.
