Ramchandra "Ram" Ganesh Kapse ( Marathi राम कापसे ; born December 1, 1933 in Nashik , Bombay ; † September 29, 2015 in Kalyan , Maharashtra ) was an Indian politician of the Bharatiya Janata Party (BJP) who, among others, between 2004 and 2006 was, with a brief interruption, Lieutenant Governor of the Andaman and Nicobar Islands .

Life

After attending school, Kapse completed a law degree at the University of Mumbai , from which he graduated with a Bachelor of Laws (LL.B.). He completed further studies at the University of Mumbai with a Master of Arts (MA) and later worked as a professor.

He began his political career in the state of Maharashtra and was initially a member of the Kalyan City Council between 1962 and 1974. He was elected a member of the Legislative Assembly (Vidhan Sabha) of Maharashtra in 1978 , of which he was a member until 1989. During this time, from 1979 to 1980, he was chairman of the state's urban and economic development company as well as a member of various committees of the legislative assembly and chairman of the local BJP parliamentary group .

Kapse was elected as a candidate of the right-wing Hindu nationalist Bharatiya Janata Party in the November 1989 election in the 25 Thane constituency in Maharashtra as a member of the Lok Sabha . After his re-election in the elections in May and June 1991 , he belonged to the Lok Sabha until the end of the tenth legislative period on May 7, 1996. During that time, he served as chairman of the House of Commons Committee on Food, Civil Services, and Public Distribution from 1993 to 1994.

After leaving the Lok Sabha, Kapse became a member of the Rajya Sabha , the upper house of parliament, on September 27, 1996 , to which he was a member until July 4, 1998.

As the successor to Nagendra Nath Jha , Kapse became Vice Governor of the Union Territory of the Andaman and Nicobar Islands on January 5, 2004 , after he had been nominated for this office on December 23, 2003, and held this office until his replacement by the Vice Governor of Puducherry , Madan Mohan Lakhera , May 30, 2005. Lakhera had previously held the post of Vice Governor since February 12, 2005 while Kapse was receiving medical treatment. During his tenure, Kapse caused a stir by speaking out in favor of a settlement restriction on the Andaman and Nicobar Islands. Foreigners, but also Indians from the mainland, should not be able to take up their residence on the islands without further ado, as the influx from outside would endanger the autochthonous culture of the islanders and the fragile ecosystem of the islands.

Kapse died on September 29, 2015 in Kalyan-Dombivli after eight years of illness. His marriage to Shrimati Smita had two sons and a daughter.
