Reinhold Mercker (born August 4, 1903 in Braunschweig , † March 26, 1996 ) was a German politician.

Life

Reinhold Mercker studied law in Tübingen, Munich and Berlin, and passed the Great State Examination in 1929 . From 1929 to 1945 he was an employee of the Deutsche Reichspost , most recently in the office of a ministerial councilor. From 1947 to 1950 he worked as a judge first at the Braunschweig Regional Court and from 1949 at the Higher Regional Court. 1950 to 1951 he was senior government councilor in the Lower Saxony Ministry of Justice. From 1951 to 1956 he was head of Section IV 1 for constitutional law in the Federal Ministry of Justice . From 1956 to 1966 he worked in the Federal Chancellery, but in 1966 refused to be appointed head of the Chancellery under Federal Chancellor Ludwig Erhard . Mercker was from July 20 to December 1, 1966 State Secretary in the Federal Ministry for Affairs of the Federal Defense Council . Subsequently, until September 1, 1968, he was appointed State Secretary in the Federal Ministry of Food, Agriculture and Forests to reorganize research funding.

In 1968 the Mercker Commission named after him led with the participation of Ministerialrat Paul Raab and Lieutenant General a. D. Alfred Zerbel carried out an internal investigation by the BND. According to press reports, the Mercker report, which is still classified as secret, uncovered management deficiencies, nepotism, corruption and the misuse and misuse of budgetary funds. Furthermore, the BND is said to have used a significant part of its resources on spying on West German politicians.
