Residual Risk or The Arrogance of Power is a documentary film about a discussion date for the second partial license under nuclear law for the Wackersdorf reprocessing plant in Upper Palatinate in the summer of 1988. Politicians and officials from the licensing authority invited 881,000 people to a hearing.
