Rigoberto Rubio

Rigoberto Rubio Ramírez is a former Chilean brigadier general who was Colonel Secretary General of the Army in the September 11, 1973 military coup . During the military dictatorship under General Augusto Pinochet, he was, among other things, commander of the 3rd Army Division , Intendant of the Octava Región and director of the ASUSENA Supreme Academy for National Security (Academia Superior de la Seguridad Nacional) .

Life

Rubio joined the army (Ejército de Chile) after attending school , where he trained as an officer. Between January and June 1954 he attended an engineering course as a lieutenant at the School of the Americas at Fort Benning in the USA . Between 1957 and 1958 he completed a command and general staff course at the Command and General Staff College of the US Army at Fort Leavenworth .

At the time of the military coup on September 11, 1973 against President Salvador Allende , he was Secretary General of the Army . Because of this position, he enjoyed the confidence of the Army Commander-in-Chief, General Pinochet, who had instructed him on September 10, 1973 to prepare radio communications between all units of the Santiago de Chile garrison in order to coordinate the implementation of the coup on the following day.

After the coup, Rubio was first appointed director of the state oil company Empresa Nacional del Petróleo (ENAP) by the ruling military junta (Junta del Gobierno) . In 1978 he was promoted to brigadier general and appointed commander of the 3rd Army Division, but a short time later took over the function of the then Octava Región, from which the current Región del Bío-Bío emerged. During this time, on July 3, 1978, proceedings before the Court of Appeal of Concepción (Corte de Apelaciones de Concepción) led to the disappearance of the farm worker José Gilberto Araneda Riquelme. Rubio denied having given an order to do so or having been involved in it. In a case before the professional court of Chillán , he also denied involvement in the disappearance of the photographer, theater director and politician of the left-wing Movimiento de Izquierda Revolucionaria (MIR), Ricardo Troncoso León.

Some time later, on December 14, 1978, he took over the role of director of the ASUSENA Highest Academy for National Security (Academia Superior de la Seguridad Nacional) . In this capacity he declared in 1979: “National security can by no means form an official ideology that is imposed by force of arms. Without national security there is no development, and without development there is no security, they are two completely interdependent concepts. "

In January 2006, a court upheld his wife, Maria del Carmen Ramirez Vega's petition for divorce.
