Riina Ruth Kionka (born  December 29, 1960 in Detroit , Michigan , USA ) is the main foreign policy advisor in the cabinet of Donald Tusk , President of the European Council .

Early years

Riina Ruth Kionka grew up in exile in the United States . In 1983 she passed her bachelor's degree in international relations and German studies at Michigan State University . She then worked as a lecturer in German studies. 1986 followed the Magister degree in Soviet studies at Columbia University in New York . In 1987 she was employed as a lecturer at Queens College . From 1989 to 1993 she worked as a research assistant at Radio Free Europe in Munich .

Diplomat

After Estonia regained its independence, Riina Ruth Kionka entered the diplomatic service of her country. From 1993 to 1995 she was the head of the planning team at the Estonian Ministry of Foreign Affairs in Tallinn . In 1995/96 she held the post of Political Director in the Foreign Ministry. In 1996 she and her husband moved back to the USA, where he worked at the Estonian embassy in Washington . In 2000 she received her PhD from Columbia University in Soviet Studies.

From 2000 to 2004 Riina Ruth Kionka was Estonian ambassador to Germany . In 2004/2005 she was Deputy State Secretary ( asekantsler ) in the Estonian Ministry of Foreign Affairs before moving to the EU Council Secretariat .

From 2005 to 2007 Riina Ruth Kionka was Head of Department for Relations with America , the United Nations , Counter-Terrorism and Human Rights in the context of the European Union's Common Foreign and Security Policy . From 2007 to 2010 she was the human rights representative in the cabinet of Javier Solana , the then High Representative for the Common Foreign and Security Policy (CFSP) of the European Union. Since December 2014 she has been the principal foreign policy advisor in the cabinet of Donald Tusk , President of the European Council .

Private life

Riina Ruth Kionka is married to the Estonian diplomat Lauri Lepik . She has two children. Ms. Kionka is known as a passionate trumpet player.
