Robert Douglas Carswell, Baron Carswell , PC , QC (born June 28, 1934 ) is a retired British Lord of Appeal in Ordinary .

life and career

Carswell was born to Alan and Nance Carswell. He attended the Grammar School Royal Belfast Academical Institution and graduated from Pembroke College , which he graduated with a Bachelor of Arts and in 1956 with a Master of Arts in law and classical studies . Two years later, he graduated from the University of Chicago Law School with a Juris Doctor degree .

Carswell became a crown attorney in 1971 and a member of the Privy Council in 1993 . He was Counsel to the Attorney General for Northern Ireland in 1970 and 1971 , and Senior Crown Counsel in Northern Ireland from 1979 to 1984. In 1984 he was a judge of the High Court of Justice of Northern Ireland, an office which he held until 1993.

From 1993 to 1997 he was Lord Justice of Appeal at the Supreme Court of Judicature of Northern Ireland and from 1997 to 2004 Chief Justice of Northern Ireland ( Lord Chief Justice of Northern Ireland ).

Carswell is President of the Royal Belfast Academical Constitution and the Northern Ireland Scout Council and chaired the Committee of Inquiry into the Crown Offices of Bailiff, Deputy Bailiff, Attorney General and Solicitor General in Jersey in 2009/2010 .

Membership in the House of Lords

Carswell was appointed Lord of Appeal in Ordinary on January 12, 2004 as Baron Carswell, of Killeen in the County of Down and remained so until 2009. In the House of Lords he sits as a non-party ( Crossbencher ). Its official launch took place on January 13, 2004 with the assistance of Alan Rodger, Baron Rodger of Earlsferry, and Brian Hutton, Baron Hutton . On January 28, 2010, he gave his inaugural address on constitutional reform. After he spoke up several times in 2010, he did not speak there again until 2012 and spoke up several times on the Crime and Courts Bill .

He mentions legal and constitutional issues as well as Northern Ireland as political interests . On November 20, 2007, Carswell gave a lecture entitled The Breastplate of Judgment: Human Rights in the House of Lords at the University of Cambridge . Carswell, in his capacity as Law Lord, was rarely present on meeting days. As such, when he retired, his attendance fluctuated in the medium to low range.

Working in public

In December 2003 he testified as a witness before the Select Committee on Constitutional Affairs .

The case of a photo published by the Daily Mirror showing Naomi Campbell in a rehab clinic was tried before the Law Lords. This decided in May 2004 with 3 to 2 votes in their favor, with Carswell voting for their cause.

In November 2005, he spoke about the process of trials against terrorists in Northern Ireland . In November 2007, he participated in a panel discussion at the University of Cambridge Law School .

Carswell came under fire in April 2010, among other things, because of his stance and personnel choice with regard to Jersey , as well as because of his support for Quintin McGarel Hogg . In October 2010, he spoke out against further investigations into Bloody Sunday . Carswell testified before the Constitution Committee in November 2011 , as did Harry Woolf .

Honors

In 1988 Carswell was promoted to a Knight Bachelor and is an honorary member of the Society of Legal Scholars .

family

Lord Carswell married Romayne Winifred Ferris in 1961. They have two daughters. Lady Carswell was appointed Lord Lieutenant of Belfast in 2000.
