Roberto Perotti (born April 7, 1961 in Milan ) is an Italian economist and professor of political economy at the Università Commerciale Luigi Bocconi , Milan.

Life

Perotti studied economic and social subjects at the Università Commerciale Luigi Bocconi in Milan. There he graduated in September 1987 with the thesis Teoria dei giochi e debito pubblico (game theory and public debt) . In May 1991 he received his PhD in economics from the Massachusetts Institute of Technology . He then became a postdoctoral fellow at Harvard University . He also conducted research at Tel Aviv University . He taught for ten years at Columbia University , then for two years at the European University Institute in Florence . Finally, in 2005 he received a teaching position as a full professor at the Università Commerciale Luigi Bocconi, where he is a member of the Innocenzo Gasparini Institute for Economic Research and was its chair from 2006 to 2008. He is also a research fellow at the Center for Economic Policy Research in London and the National Bureau of Economic Research in Cambridge (Massachusetts) , co-editor of the Journal of the European Economic Association and columnist for the daily business newspaper Il Sole 24 Ore . Since 2016 he has been a member of the Board of Directors of Assicurazioni Generali .

He advised the International Monetary Fund , the World Bank , the Inter-American Development Bank , the European Central Bank , the Banca d'Italia and the Federal Reserve Board in Washington, DC . Together with Yoram Gutgeld , he served the Italian Prime Minister Matteo Renzi from September 2014 to November 2015 as an economic and special advisor (“commissario della Spending review”). From this position, which Carlo Cottarelli had held before him , he resigned like him because he had come to the conclusion that there was no real political will to carry out a task review and review of government spending .

In 2008, Perotti caused a sensation with the book L'università truccata . In it he criticized the Italian higher education system. However, Perotti's scientific interest is primarily in macroeconomics . As a finance scientist , he is particularly concerned with the effects of political measures on public budgets. In July 2020 he published a discussion paper in which he submitted that the concerns expressed by Hans-Werner Sinn and other German critics of the TARGET2 system should be taken seriously, both for theoretical reasons and because of their political implications.
