Joaquina Rosa Aguilar Rivero (born July 7, 1957 in Córdoba ) is a non-party Spanish politician . Among other things, she was mayor of Córdoba for the Izquierda Unida (IU) party from 1999 to 2009 and Environment Minister in the Zapatero II cabinet from October 21, 2010 to December 2011 .

career

Rosa Aguilar studied law at the Colegio Universitario de Córdoba and the University of Seville from 1974 to 1980 . In 1974 she also joined the Communist Party of Spain (PCE), which at that time was still banned by the Franco dictatorship . In 1978, after its legalization in the course of Spanish democratization , she joined the Comisiones Obreras union . After completing her studies, she first worked in the legal department of the union, and in 1985 she and a few colleagues founded a law firm specializing in commercial, labor and marriage law issues.

In 1987, Aguilar left this office after being elected to the city council of Cordoba in the local elections for Izquierda Unida , in which the PCE had now been absorbed. She was a member of this until 1991. From 1990 to 1993 she was also a member of the regional parliament of Andalusia . In the Spanish parliamentary elections in 1993 she was finally elected to the Congreso de los Diputados , of which she was a member until the parliamentary elections in 2000 .

Mayoress of Cordoba

In 1999 Aguilar became mayor of Córdoba after a local coalition agreement between the IU and the social democratic PSOE . In the local elections, the IU had nine seats on the city council and the PSOE six, which together just exceeded the 14 MPs in the conservative PP . Four years later, IU won 41.8% of the vote and thirteen MPs in the local elections (versus twelve in the PP and four in the PSOE). Aguilar then set up a minority government of the IU, tolerated by the PSOE, a novelty in Spanish politics. In 2007 IU sank again to 35.5% and eleven seats in the city council (compared to fourteen in the PP and four in the PSOE), whereupon Aguilar again formed a coalition with the PSOE. From 2003 she was the second vice-president of the Federación Española de Municipios y Provincias , the Spanish city ​​council .

Due to her local election successes, Aguilar became one of the most famous personalities of her party. In the party executive she was responsible for institutional relations and belonged to the moderate wing, the party coordinator Gaspar Llamazares supported against the more anti-capitalist party currents. At the same time, she repeatedly took critical positions in relation to IU policy. She criticized the regional coalition of the Basque IU association Ezker Batua with the moderate Basque nationalist PNV under Juan José Ibarretxe or the participation of Ezker Batua in the municipal government of Mondragón under the leadership of the ETA -related party ANV after 2007. She also criticized that IU rejected the EU constitutional treaty and was the only known IU member to declare its support for the parliamentary monarchy that exists in Spain .

After the poor results of the IU in the Spanish parliamentary elections in 2008 , Aguilar was considered a possible successor to the resigned Gaspar Llamazares. However, in the face of clashes with the left wing of the party, which made a majority appear unlikely, she decided not to run and kept her post as party secretary for institutional relations.

Member of the Andalusian Government

On April 23, 2009, Aguilar resigned from the IU surprisingly in order to accept the Ministerial Office for Public Buildings and Transport as an independent in the Andalusian regional government led by the PSOE with an absolute majority . Shortly before, José Antonio Griñán had replaced Manuel Chaves as regional president. Aguilar's decision sparked severe criticism from the IU party leadership.

Spanish Environment Minister

On October 21, 2010, Aguilar was appointed Spanish Environment Minister by José Luis Rodríguez Zapatero (PSOE) in a cabinet reshuffle . In this position she succeeded Elena Espinosa .
