He later served as Chairman of the Committee on Social Affairs from May 1993 to January 1995 and again from March 1995 to June 1997.

After the general election of 1997 he was on June 26, 1997 as the successor of his party friend Seán Treacy chairman ( Ceann Comhairle ) of the lower house. He held this office until June 18, 2002 and then exchanged the office of President of Parliament with his previous deputy Rory O'Hanlon from Fianna Fáil due to the previous general election .
