From 1991 to 1998, S2 Kultur was the second radio program in Baden-Württemberg and Rhineland-Palatinate, jointly organized by Südwestfunk (SWF) and Süddeutschem Rundfunk (SDR) . Several times a day, S2 Kultur broadcast separate programs for the two federal states. In addition, S2 Kultur could be received on digital satellite radio (DSR) on channel 2.

With the merger of SWF and SDR to form Südwestrundfunk (SWR) on August 30, 1998, S2 Kultur became SWR2 .

The Süddeutsche Rundfunk began broadcasting its second program on November 19, 1950. The Südwestfunk started its second program on July 1, 1953. In the beginning, these consisted mainly of time-shifted repetitions of programs from the respective first programs and of concert programs with predominantly serious music . The second program, as the broadcasters called themselves at the time, was only broadcast by the hour, mostly in the evenings. While the first programs offered a full program with a focus on information and entertainment, the second programs concentrated on minority programs (e.g. features ) and classical music. This separation was also evident in the area of ​​the radio play, which was important and widely heard well into the 80s / 90s : in the first programs you could listen to crime thriller radio plays (“Studio 13” at SDR) and dialect swans, the “ seriously “-literary radio play had its place at S2 Kultur.

Almost from the start, SDR 2 and SWF2 worked closely together. Often one program put the other through or took over programs from the other with a time delay. Only the news was always taken from the house. In 1972, the second program of Saarland Radio, founded in 1967, joined this close cooperation. This way of working was maintained until 1990.

After the first attempt to merge SDR and SWF failed in 1990, the cooperation between the second programs was deepened. SDR 2 and SWF2 merged on January 1, 1991 to form the new S2 Kultur program. In the new program, too, one agency was responsible for certain broadcasting routes, so there was no fixed overall responsibility for S2 culture. The cooperation with SR 2 was terminated, which led to some annoyance at Saarländischer Rundfunk, which is why SR 2 decided at short notice to work with HR2 from 1991 . As a result of the establishment of regionalized radio programs for Baden-Württemberg and Rhineland-Palatinate, S2 Kultur lost several important FM frequencies to the programs S4 Baden-Württemberg and SWF4 Rhineland-Palatinate, which were launched in 1991 . With these, SDR and SWF responded to the wish of politicians to orientate themselves more closely to national borders.

The following channel, SWR2, had an almost identical program schedule to the previous S2 Kultur.
