Laurel came from an influential family of politicians in the Philippines. His father, José P. Laurel, was the President of the Philippines , his older brother, Jose B. Laurel, Jr., was the Speaker of the House of Representatives , while his younger brother, Sotero H. Laurel, was a Senator .

As such, he was also a friend of the 1,983 murdered leader of the opposition , Benigno Aquino, Jr. After his death he became chairman of twelve united opposition parties UNIDA. In this function he also spoke out indirectly for an end to the aid of the United States of America , since this was the rule of President Ferdinand Marcos only support.

Laurel renounced in February 1986 in favor of Corazon Aquino on the candidacy in the presidential elections and ran instead as their vice-president. After election manipulation in favor of incumbent President Ferdinand Marcos in the elections at the beginning of 1986, this led to the EDSA revolution , which was characterized by non-violent protests and became a mass movement of the people, which ultimately led to Marcos' flight on February 25th 1986 in the USA .

Laurel then became Vice President on February 25, 1986 and was also Prime Minister from February 25 to March 25, 1986 and Foreign Minister from 1986 to 1987 . He held the office of Vice President until the end of Aquino's term of office on June 30, 1992.

He later opposed the president as chairman of the Nacionalista Party. As such, he became their candidate in the 1992 presidential election. However, he was defeated by former Lieutenant General Fidel Ramos , who was running for the Lakas-Christian Muslim Democrats .

In March 2003 he was charged with suspicion of bribery in 1996-1997 cases. In June 2003, however, he was allowed to undergo medical treatment for health reasons in the United States, where he died a few months later.
