Teofisto "Tito" Tayko Guingona, Jr. (born July 4, 1928 in San Juan , Rizal Province ) is a Filipino politician and former Vice President.

biography

After attending school in Lanao , Agusan and Misamis Oriental , he studied at the Ateneo de Manila University and was later professor of law , political science and history at this university .

He has also chaired the Commission on Audit and the Labor Management Advisory Board for Mindanao . He was also temporarily governor of the Development Bank of the Philippines (DBP), director of the development agency for Mindanao and president of the Philippine Chamber of Commerce . In 1971 he was a delegate to the Constitutional Convention .

In 1987 he was elected a member of the Senate for the first time and was a member of it after his re-election from 1992 to 1995. During this time, between 1987 and 1990, he was the chairman of the influential committee for public accountability, the so-called Blue Ribbon Committee , which deals with the investigation of bribery and corruption in the government. Then Guingona was from 1990 to 1991 Majority Leader in the Senate and between 1993 and 1995 Senate President Pro tempore .

Thereafter, President Fidel Ramos appointed him Executive Secretary in his cabinet and later Minister of Justice . As such, he was also chairman of the presidential anti-crime commission and acting chairman of the committee for dangerous drugs.

In 1998 he was again elected Senator and was this time until 2001 a minority leader ( Minority Leader ).

After leaving the Senate, Guingona was sworn in as Vice President on February 9, 2001, taking over from Gloria Macapagal-Arroyo , who had recently become President. President Arroyo also appointed him as successor to Domingo Siazon the Foreign Minister . After a dispute with the President about his stance on the presence of the United States Army in the Philippines, he resigned as Secretary of State on July 2, 2002 and was replaced a few weeks later by the previous Senator Blas Ople .

After the presidential election of May 10, 2004, Noli de Castro succeeded him as Vice President of the Philippines. Guingona then acted as ambassador to the People's Republic of China until July 2005 .
