Neptali Gonzales

Neptali Alvaro Gonzales (born July 10, 1923 in Mandaluyong City , † September 16, 2001 in Makati City ) was a Filipino lawyer , university professor and politician .

biography

University professor and member of parliament

After attending school, he studied law at the Philippine Law School and graduated as the ninth-best student in the Philippines in 1949 with a score of 92.50 percent.

He then worked as a lawyer and later for 31 years was professor of law at several universities in the Philippines and authored five highly regarded legal textbooks on constitutional law , political rights , administrative law and law of public bodies.

In addition, he began a political career and was first lieutenant governor of the province of Rizal between 1967 and 1969 . He was then elected to the House of Representatives in 1970 , where he represented the 1st constituency of the province of Rizal until 1973 , which was then the largest congressional electoral district in the country, which in addition to the three cities of Quezon City , Caloocan City and Pasay City, the ten other municipalities of Malabon City , Navotas City , Mandaluyong , San Juan City , Makati , Taguig City , Pateros , Parañaque City , Las Piñas City, and Muntinlupa City .

After the dissolution of parliament due to the martial law imposed by President Ferdinand Marcos in 1973, he resumed teaching and was Dean of the Law Institute at Far Eastern University between 1976 and 1986 .

In the last re-installed by President Marcos Congress ( Batasang Pambansa ) he was from 1984 to 1986 member as a representative of the constituency of Mandaluyong-San Juan .

Promotion to Senate President

after the end of the Marcos dictatorship during the People Power Revolution and the beginning of the presidency of Corazon Aquino in February 1986, he was from the latter to Justice Minister ( Secretary of Justice appointed) in the Cabinet.

In 1987 he was elected a member of the Senate , to which he belonged for two terms until 1998. During this time, during which he was elected "Outstanding Senator" several times, he was President of the Senate for the first time from January 1, 1992 to January 18, 1993. He held this office again between August 29, 1995 and October 10, 1996. He then became the leader of the opposition of the Progressive Coalition as a Senate Minority Leader . He was last President of the Senate from January 26, 1998 to June 1998.

During this time he also introduced several legislative initiatives for the budget drafts ( General Appropriations Bill 1988-1992, 1994, 1998 ). In addition, he was instrumental in numerous other laws ( Republic Act ) in economic, social and educational policy.

During this time he was also permanent delegate to the Inter-Parliamentary Union (IPU) and to the ASEAN Inter-Parliamentary Organization (AIPO).

honors and awards

He has received several awards for his political achievements, including the ASEAN Father for Public Service Award (1994), the Ama ng Bayan Award (1996), the Special Ideal Parents Award (1996) and the Golden Parents Special Award (1996).

He has also been honored many times for his services and work in the field of law, education and public service and received honorary doctorates in law from the University of Bohol and the University of Misamis in 1987, an honorary doctorate in public administration from the Polytechnic University of the Philippines in 1991 as well another honorary doctorate in technological education from the Rizal Technological Colleges in 1995. In 1996 he was also awarded the Dr. MV Delos Santos Memorial Medallion of Honor awarded by the University of Manila .

His son Neptali M. Gonzales II also became a member of the House of Representatives and was also the mayor of Mandaluyong City.
