According to the 2015 census, Navotas City had 249,463 residents who lived in 14 barangays . It is classified as the second income class community in the Philippines and highly urbanized .

Navotas City's neighboring communities are Malabon City in the east, Obando in the north, Caloocan City in the southeast and Manila in the south. The city extends on the east coast of Manila Bay . The topography of the city is characterized by the lowlands in the southeast of the central Luzon lowlands. This is criss-crossed by many navigable canals.
