Alan Peter "Compañero" Schramm Cayetano (born October 28, 1970 in Mandaluyong City ) is a Filipino politician .

biography

Studies and beginning of political career

Cayetano is the son of the late Senator Renato Cayetano . His older sister is the current Senator Pia "Compañera" S. Cayetano .

After attending elementary school and high school at De La Salle University , he studied political science at the University of the Philippines and graduated in 1993 with a Bachelor of Arts (BA Political Science). During this time he also became a member of the university's student council in 1990. He then completed postgraduate studies in law at the Law School Ateneo de Manila University in 1997 with a Juris Doctor (JD) and winning the faculty's silver medal . After his admission in May 1998, he worked as a lawyer .

During his studies, he began his political career with election as a member of the municipal council of Taguig , where he served from 1992 to 1995. During that time, he served not only as a majority leader on the parish council, but also as vice chairman of the People's Law Enforcement Board and a member of the community's peace and order council. He was also chairman of the National Movement of Young Legislators for Metro Manila from 1992 to 1993 . From June 1995 to June 1998 he was Vice- Mayor of Taguig.

Member of the House of Representatives

In June 1998 he became a member of the House of Representatives and after re-elections in 2001 and 2004 he represented the only constituency of Taguig- Pateros until June 2007 . While he was a member of parliament from 1998 to 2001, he was both assistant to the majority leader and chairman of the supervisory committee for the conversion of military bases and the subcommittee for new schools in the committee for basic education. He was also vice chairman of the Committee on Suffrage and Electoral Reform and a member of the Rules Committee. During this time he and his sister Pia Cayetano were a columnist for the Compañero y Compañera column of the People's Tonight newspaper .

In the second legislative period he was Deputy Majority Leader between 2001 and 2004 and, as such, was also ex officio member of all standing committees as well as Vice-Chairman of the Rules Committee. In addition, he was a member of the boards of directors of the Technological University of the Philippines and the Polytechnic University of the Philippines from August 2001 to June 2003 and also a member of the Judicial and Bar Council between November 2001 and April 2003 .

After his third re-election, he became Deputy Minority Leader in July 2004 and, as such, was a member of all standing committees by virtue of his office. He was also the spokesman for the working group on impeachment proceedings in 2005 and 2006 .

In June 2007 he finally became a member of the Senate for a six-year term . He was chairman of the Committee on Ethics and Privileges and member of the influential Committee on Rules of Procedure, for authorization for Ways and Means (ways and means) and for franchising . Alan Peter Cayetano, who is married to Congresswoman Maria Lopez-Cayetano , was also a minority floor leader from July 26, 2010 to July 22, 2013, and thus chairman of the minority faction and opposition in the Senate. After he had been re-elected as Senator on May 13, 2013 for a further term, he became Chairman of the Majority Floor Leader on July 22, 2013 .

Candidacy for vice-president and foreign minister

On May 9, 2016, he ran as an independent candidate together with the presidential candidate Rodrigo Duterte in the elections as Vice President.

Cayetano was appointed Secretary of Foreign Affairs by President Duterte on May 10, 2017, succeeding Enrique Manalo , and was officially sworn in on May 18, 2017 after his confirmation by the Senate on May 17, 2017. Due to his candidacy as MP for Taguig City, he was forced to resign as Foreign Minister on October 17, 2018.
