Ernesto Madarang Maceda (born March 26, 1935 in Pagsanjan , Laguna , † June 20, 2016 in Quezon City , Metro Manila ) was a Filipino politician .

After attending school, he studied law at the Ateneo de Manila University and graduated in 1956 with a Bachelor of Laws (LL.B.) cum laude .

Maceda began his political career at the age of 23 in 1959, when he was elected with the best results as a member of the Manila City Council . Because of his services there, he was honored with the title Outstanding Councilor of Manila .

In 1966 he was of President Ferdinand Marcos to the Minister for Community Development (Secretary of Community Development) and thus became the youngest member of the Cabinet of the Government Marcos. As part of a cabinet reshuffle, he became Executive Secretary in 1969, taking on the third most important office in government after President and Vice President Fernando López . At the same time he was also chairman of the commission for reorganization. In a further government reshuffle, he was appointed Minister for Trade and Industry by President Marcos in 1970, introducing consumer protection programs and establishing trade relations with numerous Eastern European countries.

In 1970 he was elected a member of the Senate and, as such, introduced a law named after him for the protection of the purchase of real estate in installments, which was the only law that came into force before the imposition of martial law in 1973. After it broke with President Marcos because of the imposition of martial law, he went into exile in the United States , where he became an employee and advisor to Senator Benigno "Ninoy" Aquino .

After Aquino's assassination on August 21, 1983 at Manila Airport , he accompanied his widow Corazon Aquino on her flight from Boston to Manila and became one of the leading leaders of the opposition in the election campaigns for the election of Congress (Batasan Pambansa) in 1984 and the early presidential elections 1986.

Promotion to Senate President

When Corazon Aquino became President of the Philippines after the escape of Ferdinand Marcos in February 1986, Maceda was appointed Minister for Natural Resources.

In the elections in June 1987 he was again elected Senator and was a member of this until June 1998. During this time he was President of the Senate Pro tempore between 1992 and 1993 and later Senate President from October 1996 to January 1998. Between 1992 and 1993 Maceda also chaired the influential committee on public accountability, known as the Blue Ribbon Committee , which investigates bribery and corruption in the government.

Most recently he was from January to June 1998 as a minority leader (minority leader) spokesman for the opposition in the Senate.

After leaving the Senate, he was appointed Ambassador to the United States by President Joseph Estrada in 1999 and held that office until 2001.

For his political merits, he was awarded an honorary doctorate in public administration from the Polytechnic University of the Philippines and an honorary doctorate in education from the Philippine Normal University .
