Camilo Olaviano Osias (born March 28, 1889 in Balaoan , La Union , † May 20, 1976 ) was a Filipino politician and writer .

biography

Political career

After attending school in Balaoan, Vigan City and San Fernando , he received a government scholarship to study in the United States . There he completed a teaching degree at the Illinois State Teacher's College and graduated from this in 1905 with a diploma . He then studied at Columbia University , where he not only earned a Bachelor of Arts (BA), but also diplomas in administration and supervision.

After his return he first became a teacher and in 1915 became the first Filipino to serve as a district school council. In 1921 he was a brief member of the Philippines' first Independent Mission to the United States. Between 1921 and 1936 he was the first President of the National University and from 1929 to 1935 Delegate ( Resident Commissioner ) in the US House of Representatives in Washington . As such, he was instrumental in the negotiations on the sovereignty of the Philippines.

In 1934 he became a delegate of the Constitutional Convention ( Philippine Constitutional Convention ) and represented the interests of the 1st electoral district of La Union in this . As such, he was not only an active member of committees, but also spoke on several occasions in plenary debates . Above all, he advocated academic freedom and civil rights , which he saw as the true basis of democratic politics.

After the founding of the Commonwealth of the Philippines , he was elected a member of the Senate in 1942 and was a member of the Senate after being re-elected with the highest number of votes in November 1947 to November 1953. During this time he was briefly President of the Senate for two weeks in April 1952 and April 1953.

In November 1961 he was re-elected Senator and served on the Senate until 1969.

Writer and Awards

Osias has also worked as a writer and has written several books such as Philippine Readers , The Filipino Way of Life , the literary award-winning José Rizal : His Life and Times, and countless other books on articles about José Rizal. In addition to Rizal's main works Noli me tangere and El Filibusterismo , he also translated several of Rizal's subsidiary works into English and Ilokano .

For his services in the public service as well as in education he was awarded an honorary doctorate in law from Otterbein College in Ohio in 1934 . In addition, the National University awarded him an honorary doctorate in education in 1961.

A barangay in his hometown Balaoan was also named in his honor.
