Cipriano Purugganan Primicias, Sr. (born September 14, 1901 in Alcala , Pangasinan , † September 20, 1965 in Quezon City ) was a Filipino politician .

biography

After attending elementary school and while attending high school in 1919, he was admitted to the administrative service and was first secretary of the trade office ( Bureau of Commerce ) before he was head of the trade department until 1924. At the same time, he studied law at the National Law College, graduating in 1923 with a Bachelor of Laws (LL.B.). In the same year he was admitted to the bar .

In 1924 he finished his work in the commercial office and began his legal work as an assistant lawyer in the law firm of Alejo Mabanag , who was senator for the then 2nd Senate electoral district, which included La Union , Pangasinan and Zambales for several years .

Ten years later he began his own political career in 1934 and was elected a member of the House of Representatives, which as a representative of the 4th electoral district of Pangasinan initially belonged until 1935. He then returned to practice as a lawyer and between 1936 and 1945 he was also President of the Pangasinan Lawyers Association.

In 1941 he was again a member of the House of Representatives and after his re-election in 1946 he again represented the 4th constituency of Pangasinan until 1949. In 1946 he was elected Vice-President of the Nacionalista Party , a position he held until 1964.

In November 1951, Cipriano Primicias was finally elected a member of the Senate and, after being re- elected, was a member until 1963.

During this time, between 1953 and 1963, he was also the Majority Floor Leader and thus leader of the government majority in the Senate. At the same time he was from 1953 to 1963 chairman of the influential committee of rules of procedure and member of the electoral tribunal of the Senate. During his membership in the Senate, he was also chairman of the committees for finance (1952 to 1953), for labor (1952 to 1953), public works (1953) and later for justice (1958 to 1960) and for appointments (1958 to 1960) .

He was also temporarily dean of the Faculty of Law at Orient College.

After retiring from the Senate, he worked in the private sector and was president of not only the Pindangan Agricultural Company but also the Lingayen Gulf Fishing Company . He was also a member of the Columbus Knights .

The Cipriano P Primicias Memorial High School in his hometown Alcala is named after him.

One of his 9 children, Cipriano "Tito" Primicias, Jr. , was also a member of the House of Representatives and was Governor of Pangasinan. One of his granddaughters, Marlyn Legaspi Primicias-Agabas, was vice governor of the province and was elected to the House of Representatives for the sixth congressional district in 2010. Their father Alejandro "Alex" Primicias was temporarily mayor of Tayug .
