Domingo Siazon

Domingo Lim Siazon, Jr. (born July 9, 1939 in Aparri , Cagayan Province , † May 3, 2016 ) was a Filipino diplomat and politician .

Life

After attending school, he studied political science at the Ateneo de Manila University , where he earned a Bachelor of Arts (BA Political Science). He then studied physics at the University of Tsukuba with a scholarship from the Japanese Ministry of Education, Culture, Sports, Science and Technology ( MEXT ) and completed this with a Bachelor of Science . Finally, he completed another post-graduate studies of Administrative Studies at the Kennedy School of Government of Harvard Universityand graduated with a Master of Arts (MA Public Administration) from, he also took a course in economics at the University of Colorado .

He then entered the diplomatic service and was appointed ambassador to Austria in 1976 . As such, he was also accredited as a permanent representative to the United Nations (UN) and the International Atomic Energy Agency (IAEA) in Vienna .

In August 1981 he became director of the IAEA and thus prevailed in the election against the State Secretary in the Federal Ministry for Research and Technology Hans-Hilger Haunschild . In 1985 he was appointed the first Director General of the United Nations Industrial Development Organization (UNIDO). He held this office until December 31, 1992; his successor was Mauricio de Maria y Campos . Subsequently, Siazon was ambassador to Japan between 1993 and 1995 .

1995 appointed him President Fidel Ramos for foreign minister in his cabinet. Siazon retained this office under Ramos' successor as President, Joseph Estrada , until President Gloria Macapagal-Arroyo took office in February 2001. During his term in office in 2000, the Abu Sajaf rebel group kidnapped foreign tourists on the island of Jolo and the negotiations that followed about the release of the hostages and the payment of ransom .

His successor as Foreign Minister was Vice President Teofisto Guingona , who reappointed him as Ambassador to Japan. He held this office until his death.
