Ralph Gonzalez Recto (born January 11, 1964 in Quezon City ) is a Filipino businessman and politician of the Lakas Cabalikat ng Malayang Pilipino-Christian Muslim Democrats ( Lakas-CMD ) and now the Partido Liberal ng Pilipinas , who was a member of the House of Representatives and then Senator from 2001 to 2007 . He has been a senator again since 2010.

Life

Origin, Studies, and Congressman

Recto comes from a politically influential family. His grandfather Claro M. Recto was also a long-time member of the House of Representatives and the Senate, where he was both majority and minority leader. His father, Rafael Reyes Recto, was a lawyer and, between 1984 and 1986, a member of the Batasang Pambansa , the Philippine Congress .

After the elementary school of the Ateneo de Manila University, he attended De La Salle College between 1978 and 1982, where he obtained his high school degree. He then completed a degree in commercial management at the University of De La Salle , where he obtained a degree in business administration in 1987 . He completed a subsequent postgraduate degree in public administration at the University of the Philippines in Diliman in 1991 with a Master of Arts (MA Public Administration). In 1992 he married the film actress and politician Vilma Santos , who was the mayor of Lipa City between 1998 and 2007 and has been the governor of Batangas Province since 2007 .

Subsequently, Recto began his political career and was elected for the first time in 1992 as a member of the House of Representatives and represented in this, after two re-elections (1995 and 1998) until 2001, the constituency of Batangas - 4th District . In the course of his membership of the House of Representatives, he was initially chairman of the Special Committee on Poverty Alleviation between 1995 and 1998 and then until 2001 of the Committee on Economic Affairs .

During this time he completed another postgraduate course in strategic management at the University of Asia and the Pacific in Pasig City , where he obtained a Master of Arts (MA in Strategic Business Economics) in 1994. He then began another activity as an entrepreneur and has been Chairman of Taking Care of Business Corp. since 1994 . and was also a board member of SANIKLEEN between 1995 and 1999.

In the elections in May 2001, Recto was elected the youngest member of the Senate for the first time and was a member of it for a six-year term until 2007. First he was Deputy Majority Floor Leader ( Deputy Majority Floor Leader ) in the 12th Congress between 2001 and 2004 and at the same time chairman of the influential Senate Committees on Ways and Means and Committee on Accounts . In the 13th Congress that followed, he was again chairman of the Senate Committee on Means and Ways from 2004 to 2007 and, at the same time, the Senate Committee on Agrarian Reform .

In the Senate elections in May 2007, suffered Recto, who is also chairman of the foundations Claro M. Recto Foundation and Country Youth Education Foundation is, however, an electoral defeat and reached only the fourteenth place at twelve to be awarded Senate seats.
