The title of Cardinal Priest of Santa Croce in via Flaminia was given by Pope Paul VI. re-created on February 5, 1965 with the Apostolic Constitution omnibus quidem at the Roman parish church of the same name Santa Croce in via Flaminia .

The title was first awarded to Josef Beran as part of the consistory of February 22, 1965 . The current title holder is Sérgio da Rocha , who took possession of his titular church on April 23, 2017.

The total number of cardinals was already from the predecessor Pope Paul VI, John XXIII. has been increased from approx. 60 to over 80. At his first consistory to create new cardinals, Paul VI appointed. another 27 cardinals. Of the title churches and diaconies that had been available until then, there were not enough vacancies for this, so that on February 5, 1965 the Pope appointed a total of 20 new ones through Apostolic Constitutions (nine title churches, eleven title diaconies).

Paul VI had already elevated Santa Croce in via Flaminia to a basilica minor by decree of May 12, 1964 and referred in '' omnibus quidem '' to the founding decree of Pope Pius X for the church from 1914, in which the 1600 anniversary of the Milan Edict of Tolerance, important for the history of religious freedom, was given as the reason. In this respect, it is significant that the first title holder, Josef Beran, as Archbishop of Prague, had suffered persecution, imprisonment and house arrest in Czechoslovakia.
