Sato Kilman

Meltek Sato Kilman Livtuvanu (born December 30, 1957 ) is a Vanuatu politician , multiple prime minister and foreign minister of his country from 2004 to 2007 and again from 2014 to 2015.

He is chairman of the People's Progress Party (PPP) . From 2004 to 2007 he was Deputy Prime Minister and Foreign Minister in Ham Lini's government . In November 2009 he became Deputy Prime Minister in the government of Edward Natapei . After the overthrow of Prime Minister Natapei by a vote of no confidence on December 2, 2010, Kilman was elected the new Prime Minister by parliament on the same day. On April 24, 2011, he was overthrown by a vote of no confidence and replaced as Prime Minister by Serge Vohor . Kilman's supporters, however, fought the validity of the no-confidence vote in court, because although 26 MPs had voted against Kilman and only 25 for him, in the opinion of his supporters an absolute majority of the 52 MPs, namely 27, would have to vote against him for a valid election would have. The Supreme Court explained this view following Kilmans deselection on 13 May 2011 for unconstitutional and restored him to his office. On June 15, 2011, however, he was removed from the Supreme Court because his election on December 2, 2010 was not a secret ballot. On June 26, 2011, Kilman was re-elected Prime Minister by Parliament. He resigned on March 21, 2013.

In the government of Prime Minister Joe Natuman , in office since May 15, 2014 , he was again Foreign Minister and remained so until 2015.
