Joe Natuman (born November 24, 1952 ) is a politician and was Prime Minister of Vanuatu from 2014 to 2015 .

biography

After attending Lenakel Primary School , Onesua High School and Malapoa and Tafea College , he studied at the University of the South Pacific (USP) in Suva and at the University of Papua New Guinea (University of PNG) in Port Moresby , which he completed with a Bachelor of Arts (BA).

After completing his studies, he became an employee in the administration of Vanuatu and in 1980 was first in succession second secretary in the Ministry of Public Administration and then secretary for public relations in the office of Chief Minister Walter Hadye Lini . He then became Deputy Secretary for Foreign Affairs in 1982, with special responsibility for Australia and the South Pacific , before becoming Prime Minister Lini's private secretary in 1983. In 1987 he was appointed First Secretary in the Prime Minister's Office. Most recently he was Deputy Head of Registry at the University of the Pacific in Suva between 1991 and 1995.

Natuman's political career began in 1996 when he was elected Member of Parliament as a candidate for the Vanua'aku Pati (VP) and has since represented the constituency of Tanna . In the parliamentary elections in 1998 and 2002, he received the best individual result out of seven elected members of this electoral district.

Immediately after his election in 1996, he became Minister for Justice, Culture and Women's Affairs in Prime Minister Serge Vohor's government . In 1997 he was appointed Minister for Land, Energy, Geology and Mining as part of a government reshuffle and then in 1998 as Minister of Education.

He later became Minister of the Interior on June 3, 2002 in the cabinet of Prime Minister Edward Natapei , who also included Serge Vohor as Deputy Prime Minister and Foreign Minister and Sela Molisa as Minister of Finance. In this function, he threatened the city council of the capital Port Vila in April 2003 with the appointment of a government commissioner because of mismanagement in the city government, overpayment of individual city councilors and indications of mismanagement. In the spring of 2004 he temporarily left the Vanua'aku Pati with other prominent leaders such as former Prime Minister Donald Kalpokas . In the parliamentary election of July 5, 2004, however, he was re-elected as a candidate for the VP to represent the electoral district of Tanna as a deputy, receiving the most votes of the seven representatives to be elected.

In December 2004 he was appointed Minister of Education and Chairman of the National Commission for UNESCO in the government of Prime Minister Ham Lini . During this time, new construction and renovation work took place at secondary schools such as Tafea College. On July 29, 2007, he was named Home Secretary by Lini in a cabinet reshuffle, while George Wells took over the post of Secretary of State.

After Natapei became Prime Minister again on September 22, 2008, Natuman initially took over the post of Minister for Land and Minister of Health. As part of a government reshuffle , he succeeded Pakoa Kaltonga as Foreign Minister on June 19, 2009 and held this office until December 3, 2010. After Prime Minister Sato Kilman and his government lost a vote of no confidence, Serge Vohor became Prime Minister on April 24, 2011 elected. In his fourth government he again took over the office of foreign minister, while Pakoa Kaltonga was finance minister and Patrick Crowby was interior minister.

After Prime Minister Moana Carcasses Kalosil was overthrown on May 15, 2014 by a vote of no confidence with 35 votes to 11, Natuman was elected the new Prime Minister by parliament with 40 out of 52 votes on the same day. His government, which was subsequently presented, included Sato Kilman as foreign minister and Charlot Salwai as interior minister, while finance minister Maki Simelum retained his post. On June 4, 2015, he dismissed Foreign Minister Sato Kilman and appointed Kalvau Moli as his successor. On June 11, 2015, he was overthrown by a vote of no confidence with 27 to 25 votes and Sato Kilman was elected Prime Minister, who was able to prevail against Ham Lini with 28 to 22 votes.

In the government of Prime Minister Charlot Salwai formed on February 11, 2016, Natuman became Deputy Prime Minister and Minister of Tourism, Trade, Industry and Enterprise.
